Brooke Bond and TyPhoo did it I know as I collected them for many years. Other makes may also have done this.
Usually 50 in a set and were on sale just long enough to collect about 35 before another set appeared forcing you to buy your remaining "wants". A nice little loyalty idea. Surprised the idea hasnt re-emerged.
A hangover from the days of cigarette cards.

That was before tea-bags replaced loose tea for the vast majority of the population...

Brooke Bond did give cards in boxes of teabags for years.

Thats right. I think the bigger the box, the more cards you got.

My class at primary school had posters to stick them onto, they were things like "English Kings and Queens" and "Olympic games"

I remember these, they always take away the good stuff - like toys in cereal boxes :(
