I think this was a Chad Valley board game, late 1950's, with really pretty coins, tokens and enamelled dice. The rules were horrendous and I always lost to my big brother, who read out the rules . . . oh oh the penny just dropped . . . I owe him!
The game revolved around getting planning permission, building regs, and finance to buld a housing estate before your opponents, and being solvent - the interest rates were very high. Really good early sim.
